Description
Glendale Community College seeks a leader who is dedicated to all aspects of student success and closing equity gaps, to apply for its Executive Director of Communications and Governance Relations position. GCC seeks a true collaborator who will prioritize our students in decision-making and setting strategy for the College’s communications and governance operations that support teaching and learning. Definition
Under chief executive direction, plans, directs, and administers programs, activities, and initiatives related to marketing, external/internal communications, community and government relations, media issues, and related matters; serves as a liaison directs the District’s external program with Congress, California legislature, federal, state, city and county administrative agencies, in the Glendale College service areas; oversees the designing, writing and editing of publications, both print and electronic, for programs and services and general communications; and performs other related duties as assigned.
Supervision
Works under the direct supervision of the Superintendent/President.
Supervises classified staff, temporary employees, and/or student employees.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties and responsibilities are typical of those performed by employees in this classification.
- Plans, directs, develops, and administers programs, activities, and initiatives related to marketing, external/internal communications, community and government relations to promote the District and keep employees and the public informed about various special events/activities.
- Directs the District’s relationships with members of Congress, members of the California legislature, and federal, state, city and county administrative agencies by fostering relationships and creating opportunities to advance the college. Provides policy development consultation, political advice, advocacy, or defense of District interests, management of special projects, leadership on legislative workgroups and analysis of legislation impacting the District.
- Briefs the Superintendent-President, the Board of Trustees and the Executive Committee on legislative activity. Establishes and oversees the timely review and analysis of pending legislation. Interprets legislation and formulates plans of action to the administration and board members to implement approved strategies.
- Provide direction and interpretation for legislative issues and activities. Direct the activities associated with monitoring legislation.
- Plans, facilitates, and develops comprehensive communications strategies and programs and manages internal and external communications for the College.
- Advises the President/Superintendent and other administrators on issues related to communications (e.g., internal communications, media relations, constituency correspondence).
- Directs the District's media relations activities, including personal contact with media, preparation of press releases and other written communications, and providing appropriate responses to media inquiries.
- Develops and implements campaigns and strategies to enhance visibility with enrollment of students, including those with special needs. Seeks out publicity to enhance the recruitment of students and business clients who may use District resources.
- Provides a clearinghouse for information about the college history, activities, and future plans and maintain a repository for photographs and videos as needed.
- May direct the process for and development of District catalogs and related technical and promotional materials. Directs compilation of course offerings and general information into formats and layouts suitable for public distribution and access.
- May serve as executive producer for public access television, establishing operating objectives and directing the level and quality of service. Establishes operating procedures, staff, and organization of services.
- Develops, implements, establishes, and maintains policies, processes, and procedures for applicable departments; monitors and evaluates operational, department, and service quality; may recommend, develop, and implement quality improvement assessment tools and/or methods with administration and/or regulatory agencies.
- Develops and implements short- and long-term strategies and plans.
- Recommends, monitors, and/or administers budgets for assigned areas; oversees and administers budget allocations and procurements for all assigned funds as appropriate; analyzes and reviews budgetary and financial data.
- Handles and resolves conflicts and issues and reports complaints as appropriate.
- Promotes diversity, equity, inclusion, cultural competency, and a positive work and academic environment.
- Coordinates and supervises the implementation and modification of technology.
- Supervises department employees; assigns and monitors employee’s work and evaluates employee performance; trains employees; participates in employee selection.
- Monitors and reviews programs and/or operations for legal compliance.
- Analyzes and interprets data; prepares, reviews, and/or approves documents and reports.
- May direct and/or conduct surveys and special studies; may maintain statistics.
- May participate and/or chair committees and task forces.
- Performs other related duties as assigned.

Bachelor’s degree from an accredited college or university.
Seven (7) years of experience in strategic communications, public information, marketing, and/or public/governmental relations, including at least two (2) years in a management capacity.

PHYSICAL AND MENTAL STANDARDS:

Additional Information
Salary
Starting salary: Step 1 $10,721 to Step 6 $13,686 per month, based on training and experience.
Salary range: Step 1 $10,721 to Step 11 $17,958 per month (including longevity steps).
