ABOUT THE DEPARTMENT
The Community Services Department is responsible for providing enriching, fun, and meaningful opportunities for the community to come together, enhancing the quality of life for residents and visitors through recreational, cultural, and human services. The department operates the Epicenter Sports Complex, Victoria Gardens Cultural Center, RC Family Resource Center, and Central Park Senior and Community Centers. Additionally, more than 30 different parks are open to the community for passive use, park shelters and event rentals, hiking trails, athletic fields, and city-planned special events.

Medical– $1,400 Monthly City Paid.
Dental/Vision– City Paid.
Deferred Compensation– 4% of base salary. City will match up to 2% of monthly base salary per month.
Life Insurance– $50,000 base coverage of life insurance. Employees may purchase additional life insurance coverage with personal funds at the City’s group rate.
Administrative Leave– Eighty-five (85) hours per fiscal year.

ABOUT THE POSITION
The Community Services Superintendent will plan, organize, direct, and coordinate activities of the Special Events and Sports divisions and the department’s administration services. Assume full management responsibilities for developing, implementing, and overseeing division goals, objectives, and outcomes.
Immediate projects for this position include strategic planning for the future, execution of special events and operations, developing a sustainable cost recovery model to support subsidized programs and services, assessing current programs and services, and employing strong leadership skills to benefit TeamRC and the community.

WORKING CONDITIONS
The employee works in an office setting with a noise level below 85 decibels. The employee interacts with upset individuals in interpreting and enforcing departmental policies and procedures.
ARE YOU QUALIFIED
Education and/or Experience:
Bachelor's degree from an accredited college or university with major course work in recreation administration, public administration or business administration, or a related field is preferred. Five years of increasingly responsible recreation program experience, including two years of supervisory and administrative responsibility.
Examples of Acceptable Substitutions:
A total of nine years of professional-level experience in recreation administration, public administration, business administration or closely related field, including two years of supervisory experience may substitute for the bachelor’s degree requirement.

Knowledge, Skills, and Abilities:
Operational characteristics, services and activities of a comprehensive recreation program; principles of municipal budget preparation and control; principles of supervision, training and performance evaluation; pertinent Federal, State, and local laws, codes and regulations; modern office procedures, methods and computer equipment; modern principles and practices of recreation program development and administration; recent developments, current literature and sources of information related to recreation services, planning and administration; public relations principles and techniques; manage and coordinate the work of supervisory, technical and clerical personnel; organize, direct and implement recreation programs suited to the needs of the community;
elicit community and organizational support for recreation programs; ensure program compliance with Federal, State and local rules, laws regulations; select, supervise, train and evaluate staff; perform responsible and difficult work involving the use of independent judgment and personal initiative; understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities; interpret and apply administrative and department policies and procedures; coordinate and compile information and statistics into complete records and reports; operate and use modern office equipment including a computer; work cooperatively with other departments,
City officials and outside agencies; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work including a variety of City and other government officials, community groups, and the general public.
PHYSICAL AND MENTAL DEMANDS
While performing the duties of this class, the employee is frequently required to use hands to finger, handle, feel, or operate objects, tools, or controls and reach with hands and arms. The employee occasionally walks and stands and lifts and moves records, supplies, and documents weighing 25 pounds or less. The employee is frequently required to sit to perform administrative and accounting tasks as well as to stand and walk while performing field enforcement and supervisory functions. The position requires the ability to talk or hear for communications purposes. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
WORKING CONDITIONS
Generally clean work environment with limited exposure to conditions such as dust, fumes, odors, or noise. Travel throughout the City is required. The work schedule will include evenings and weekends.

Successful candidates shall be required to:
