Nature of Work


Performs a variety of skilled and semiskilled activities as part of a crew to construct, maintain, and repair Las Cruces Utility (LCU) owned systems.  

ENVIRONMENTAL FACTORS

Position functions 95% outside in all types of weather conditions; exposure to gas fumes, fire and mechanical hazards, explosive hazards, traffic, dust and noise. Protective clothing includes safety helmet with face shield, fire retardant coveralls, eye wear, hearing protection, steel toe boots, and protective vests.

PHYSICAL FACTORS

Heavy physical work involving frequent sitting, bending, stooping and crouching; walking up to five miles per day; lifting/pushing/pulling/carrying items weighing up to 50 pounds; visual acuity to read electronic equipment and maps.

WORK SITUATION FACTORS

Position requires working extended hours, standby and on-call status; responding to emergency situations; interacting with customers. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policy. DOT REGULATIONS REQUIRE DRUG AND ALCOHOL TESTING AND RELEASE OF INFORMATION FORM (49 CFR PART 40).

FIRST CONSIDERATION MAY BE GIVEN TO CURRENT CITY OF LAS CRUCES EMPLOYEES WHO MEET ALL THE MINIMUM REQUIREMENTS.

Full-Time; Represented; Non-Exempt.

This recruitment will be used to fill a full-time, represented, non-exempt position within the Gas & Energy Corrosion section of the Utilities Department but may be used to fill other vacancies to include full-time, part-time and/or contract positions. 

This position is graded at BC08.


Duties and Responsibilities


Installs, maintains, and repairs gas , water and sewer systems; fuses poly pipe; glues PVC and ABS plastic pipe; installs anode and isolation fittings.
Operates various testing equipment, gas leak detection equipment and pipe locating equipment, LCU Utility line locating equipment.
Operates light equipment; performs preventive maintenance on equipment.
Provides assistance in locating gas main and Las Cruces Utility utility lines.
Installs cathodic protection on steel gas lines.
Participates with work crews in the installation and maintenance of water, sewer and gas distribution and transmission facilities.
Provides assistance to equipment operator by digging or spotting during excavation to cover or uncover LCU utility lines.
Participates in the fabrication of steel welding projects by buffing and grinding on low pressure and high pressure gas systems, water systems and sewer systems.
Provides documentation of work orders, maps and cards.       


Minimum Qualifications


No specific educational requirement.  Requires two (2) years of experience as a laborer or construction helper, which includes six (6) months of work experience in natural gas, water or sewer systems or working on LCU Utility systems. Previous experience in the operation of light equipment may be desired.  A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

A valid driver’s license is required.  Valid Class B commercial driver’s license with tanker endorsement must be obtained within twelve (12) months of hire.  Class A commercial driver’s license may be preferred.  Position requires an acceptable driving record in accordance with City policy.

General knowledge of:   principles, practices, techniques, and procedures involved in effective installation, maintenance, and repair of gas, water and sewer lines and services; safe and effective use of related supplies, materials, tools and equipment; principles, techniques and practices of effective and respectful customer service; occupational and environmental safety and health hazards, and safety practices; principles of record keeping and records management; business and personal computers standard business software applications; City organization, operations, policies and procedures to effectively perform the required functions and duties of the position.
