About the position

The Quality Control Specialist position is a critical role within the Police Department of Portsmouth, VA, responsible for ensuring the accuracy and compliance of data entries related to criminal information. Under general supervision, the specialist reviews all entries, modifications, and cancellations made in the National Crime Information Center (NCIC) and Virginia Criminal Information Network (VCIN). This position reports directly to the Police Sergeant and plays a vital role in maintaining the integrity of sensitive information handled by the department. The specialist's primary responsibilities include reviewing Incident Based Reports (IBR) for accuracy, preparing and maintaining records regarding NCIC and VCIN error identification, and conducting monthly validations. The role requires a thorough examination of highly confidential records, including criminal histories and police offense reports, ensuring that all data related to stolen property, missing persons, and protective orders is accurate and up-to-date.

 

The specialist collaborates closely with local, state, and federal agencies to ensure compliance with established guidelines and regulations. In addition to data review, the Quality Control Specialist is tasked with maintaining NCIC/VCIN manuals, ensuring that updates are implemented as mandated. The role involves developing training materials and action plans in preparation for audits conducted by the Virginia State Police. The specialist also assists the Validation Clerk by reviewing validation records and ensuring timely deletion of inappropriate entries. This position requires a proactive approach to problem-solving and effective communication skills to liaise with various stakeholders, including juvenile court personnel and state police. Overall, the Quality Control Specialist is essential in upholding the standards of data accuracy and compliance within the Portsmouth Police Department, contributing to the overall effectiveness of law enforcement operations.

Responsibilities

  • Review all Incident Based Reports (IBR) for accuracy and report any identified errors.
  • Prepare and maintain records and reports regarding NCIC and VCIN error identification and monthly validation.
  • Conduct daily quality control on stolen property, missing persons, runaways, and protective orders.
  • Maintain all NCIC/VCIN manuals to ensure updates are added and changed when mandated.
  • Ensure compliance with State Police guidelines and regulations.
  • Identify personnel needs within the unit and develop instruction to meet those needs.
  • Develop and participate in action plans for NCIC/VCIN audits conducted by Virginia State Police.
  • Submit monthly and quarterly reports regarding quality control activities.
  • Assist and support the Validation Clerk by reviewing validation records and ensuring appropriate entries are deleted in a timely fashion.
  • Serve as a liaison with the Virginia State Police regarding NCIC/VCIN operation and maintenance.

Requirements

  • High School Diploma or equivalent.
  • 3-5 years of progressively responsible data entry experience, including NCIC/VCIN operations.
  • National Crime Information Center (NCIC)/Virginia Criminal Information Network (VCIN) certification with 'A' level certification required.
  • Acceptable general background check including local, state, and federal criminal history check.
