Purpose of Classification:
The purpose of this classification is to manage, coordinate, and implement internal and external communications for the City.

 

Example of Duties

 Essential Functions: 
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages public relations activities for the City: prepares communications plans for City-wide and departmental programs and special events; advises departments and City administrators and officials regarding media and public relations matters; recommends strategies; provides assistance and guidance regarding media contacts and interest, publication, and image matters; assists with crisis communications and complex problem solving; and provides technical expertise.

Coordinates the publication and distribution of marketing and promotional materials, including newspaper articles and advertisements, press releases, brochures, fliers, photographs, and videos etc.: writes articles; takes photographs; produces videos; proofs and edits materials created by other City staff; receives and responds to media inquiries and questions; provides and coordinates print and broadcast interviews as needed; manages essential and time-critical communications activities; monitors media coverage of City activities; and represents the City at events.

Manages a variety of technical applications and platforms, including social media, web, mobile applications, e-news, email and other applications: manages, creates, and updates content for internal and external audiences; monitors activity on website and platforms; develops email newsletters; and works with vendors, as needed.

Maintains a comprehensive, current knowledge of applicable laws/regulations, trends, and advances in public relations and marketing: reads professional literature;  and attends workshops and training sessions as appropriate.

Receives and responds to requests for information, complaints, and concerns from the public, City Administrator, City elected officials and constitutional officers, City employees, and others; responds to complex questions, complaints, or requests for service; resolves problems and concerns; and prepares and submits related records and reports as required.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: prepares, completes, receives, reviews, processes, forwards, or retains, as appropriate various forms, reports, correspondence, public records requests, articles, social media posts, brochures, fliers, newsletters, policies, procedures, and other documentation; compiles data for further processing or for use in preparation of City reports; and maintains computerized and/or hardcopy records.

Communicates with supervisor, City administrators, elected officials, City department heads, City employees, vendors, the media, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, receive/give advice and direction, and resolve problems.

Operates various equipment as necessary to complete essential functions: operates a personal computer to enter, retrieve, review or modify data, utilizing  word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment.

Additional Functions:
Performs other related duties as required.

Minimum Qualifications:
Bachelor’s Degree in Communications, Journalism, Public Relations, Marketing, or a related field required; supplemented by three years of experience in public relations, social media management, journalism, marketing, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific Licenses or Certifications Required:  Must possess and maintain a valid driver's license.

Specific Knowledge, Skills, or Abilities:  Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all County or departmental policies, practices, and procedures necessary to function effectively in the position.
