Utility Instrumentation Technician III ID- 11420
This is an advanced skilled electronic/electrical work in the installation, repair and maintenance of water and sewer treatment plant electrical and instrumentation equipment.
An employee in this class is responsible for the installation, maintenance and repair of electrical medium and low voltage equipment as well as instruments, Electronic pneumatic, mechanical and electrical types of metering, control and recording equipment used in the Utilities Department facilities. Work is performed in accordance with standard practices of the electrical and electronic trades and requires knowledge of the mechanical and operational aspects of equipment monitored through instrumentation. Incumbents must use special electrical tools such as voltmeters, ammeters and loop signal generators. Assignments are distributed either orally or through written work orders and may be accompanied by diagrams or blueprints. Supervision may be exercised over subordinate skilled and unskilled employees. Technical supervision is received from a superior who may assist with unusual or difficult problems and evaluates work for satisfactory functioning or treatment plant instruments and electrical equipment.
Examples of Duties
- Installs, alters, repairs and maintains special metering, control and recording instrumentation equipment utilized in water and sewer treatment plants, water pumping stations and distribution systems, inspects and diagnoses technical instrument problems; locates and adjusts defects in instruments.
- Program and scale transducers for Lift Stations and Plant equipment.
- Troubleshoot and repair lift station controls and pumping equipment.
- Install, troubleshoot, and repair flow meters and pressure meters.
- Troubleshoot and repair single and three phase 120/208v, 277/480v, and 4160v electrical distribution equipment.
- Repair, replace, and reprogram Programmable Logic controllers. (PLC’s)
- Troubleshoot, repair or replace Motor Actuated Valves. (MOV’s)
- Repair, replace, and reprogram Variable Frequency Drives. (VFD’s)
- Uses special electric and electronic tools and equipment such as voltmeters, ammeters, insulation testing meters, and signal generators.
- Maintains records of time and materials used in installing and repairing instrumentation and creates repair history of metering, control and recording equipment using work orders.
- Perform preventative maintenance on electrical and instrument controls
- Performs related instrument and electrical work as required.
- Perform preventive maintenance on lift stations and plant equipment.
- Installs, alters, repairs and maintains both high and low voltage motors, generators, switchgear, motor controllers, transformers, wiring systems, lighting systems, electrical distribution components and other related equipment.
- Draw diagrams and schematics representative of installations performed.
- Performs related work as required.
Requirements
EDUCATION
- High school or vocational school diploma or GED required.
- Graduation from an accredited college or university with an Associate’s Degree in Electronics or an electrical apprenticeship preferred.
- PROOF OF THE HIGHEST LEVEL OF COMPLETED EDUCATION MUST BE SUBMITTED AS AN ATTACHMENT WITH APPLICATION. (Applications without attached proof of education will not be processed for consideration.)
EXPERIENCE AND TRAINING
- Considerable experience in the installation, maintenance, and repair of water and sewer treatment plant instrumentation/electronics.
- Considerable experience troubleshooting, repairing, and installing industrial electrical equipment including but not limited to Switchgear, Transfer switches, flow meters, Supervisory and Control Data Acquisition (SCADA) equipment.
NECESSARY SPECIAL QUALIFICATIONS
- Florida or Broward County Journeyman electrical license or Master electrical license or equivalent is required.
PHYSICAL REQUIREMENTS
Physical:
- Light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials up to twenty (20) pounds. Descending and climbing stairways and extended periods of sitting and standing o may be required
Work Environment:
- Work is performed primarily in a standard office environment. Tasks are regularly performed without exposure to adverse environmental conditions
Sensory:
- The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing

- Considerable knowledge of the standard practices, methods, tools, and materials of the electrical and Instrument and controls trades.
- Considerable knowledge of special methods, techniques and tools used in the repair, maintenance and installation of Water and Wastewater treatment plant instrumentation and electrical distribution equipment.
- Knowledge and understanding of low and medium voltage distribution systems.
- Knowledge and understanding of the National electrical Code.
- Knowledge of the occupational hazards and safety precautions required when working on controls or high voltage electrical systems and equipment.
- Ability to locate and diagnose defective instrumentation.
- Ability to diagnose motor failures and motor control circuits failure and take corrective actions.
- Ability to work from diagrams and blueprints.
- Ability to effectively complete tasks received through oral or written instructions.
- Ability to make estimates of time and materials as related to work requests.
- Ability to use a computer and create accurate records of work performed through a work order system.
